    Flabase: towards the creation of a flamenco music knowledge base

    Online information about flamenco music is scattered overdifferent sites and knowledge bases. Unfortunately, thereis no common repository that indexes all these data. Inthis work, information related to flamenco music is gath-ered from general knowledge bases (e.g., Wikipedia, DB-pedia), music encyclopedias (e.g., MusicBrainz), and spe-cialized flamenco websites, and is then integrated into anew knowledge base called FlaBase. As resources fromdifferent data sources do not share common identifiers, aprocess of pair-wise entity resolution has been performed.FlaBase contains information about 1,174 artists, 76pa-los(flamenco genres), 2,913 albums, 14,078 tracks, and771 Andalusian locations. It is freely available in RDF andJSON formats. In addition, a method for entity recognitionand disambiguation for FlaBase has been created. The sys-tem can recognize and disambiguate FlaBase entity refer-ences in Spanish texts with an f-measure value of 0.77. Weapplied it to biographical texts present in Flabase. By usingthe extracted information, the knowledge base is populatedwith relevant information and a semantic graph is createdconnecting the entities of FlaBase. Artists relevance is thencomputed over the graph and evaluated according to a fla-menco expert criteria. Accuracy of results shows a highdegree of quality and completeness of the knowledge base

This report is aimed for policy developers, but it also makes contributions that are of interest for researchers studying the impact and the future of AI on Healthcare, for scientific and technological stakeholders in this field and for the general public.This report is based on an analysis of the state of the art of research and technology, including software, personal monitoring devices, genetic tests and editing tools, personalized digital models, online platforms, augmented reality devices, and surgical and companion robotics. From this analysis, it is presented the concept of “extended personalized medicine”, and it is explored the public perception of medical AI systems, and how they show, simultaneously, extraordinary opportunities and drawbacks.     La contratación es la actividad por medio del cual se adquieren bienes y servicios con recursos que son asignados para la ejecución de los proyectos de investigación, extensión y docencia en la Universidad Nacional de Colombia; actividad que debe ser desarrollada en cumplimiento de las normas establecidas y debidamente regulada, a fin de evitar que se incurra en errores que pueden llegar a convertirse en materia de investigación para los entes internos y externos de control y en algunos casos podrían llegar a ser sancionados jurídicamente, conllevando a un desgaste administrativo y por ende a un detrimento patrimonial. El presente ensayo resume las etapas del proceso de contratación para órdenes contractuales de mínima, menor y superior cuantía, de acuerdo a la clasificación establecida en el régimen contractual de la Universidad Nacional de Colombia; describe las causas o errores en los que se puede incurrir en cada una de ellas y la manera de mitigarlas a través de la implementación de una estrategia de seguimiento efectivo.Recruitment is the activity through which goods and services with resources that are allocated for the implementation of research, extension and teaching at the National University of Colombia are acquired; activity that must be developed in compliance with established standards and properly regulated in order to avoid incurring errors that can be developed into research for internal and external control agencies and in some cases could become legally sanctioned , leading to wear and an administrative therefore a patrimonial detriment.     Metodología para la identificación de riesgos en sistemas de votación electrónica

    En la actualidad, no existen parámetros de medida que permitan evaluar la bondad de un sistema de votación electrónica. Este artículo busca dar respuesta a esta necesidad, especificando un conjunto de elementos y criterios que brinden, por una parte, la posibilidad de evaluar la idoneidad de sistemas automatizados de votación, y, por otra, realizar comparaciones entre diversos sistemas. Para ello se ha partido de la propia experiencia, del análisis de la información publicada por los autores y promotores de otros sistemas de votación, así como de las opiniones manifestadas en distintos foros en los que los potenciales votantes han reflejado sus esperanzas, reticencias y temores. El resultado es la presentación organizada de características que permite identificar riesgos y evaluar funcionalidades en estos sistemas de votación. ABSTRACT. There are currently no measurement parameters to evaluate the benefits of an electronic voting system. This paper aims to address this need by specifying a set of elements and criteria achieving two goals: To assess the suitability of automated voting systems and to make comparisons among systems. Proposed criteria area based on the own expertise, along with the deep study of the information offered by authors and sponsors of a number of voting systems as well as the expressed opinions in forums where potential voters state their hopes, fears and reluctance to achieve this target. The result is the presentation of a body of characteristics to identify risks in electronic voting systems

    Melodic Transcription of Flamenco Singing from Monophonic and Polyphonic Music Recordings

    We propose a method for the automatic transcription of flamenco singing from monophonic and polyphonic music recordings. Our transcription system is based on estimating the fundamental frequency (f0) of the singing voice, and follows an iterative strategy for note segmentation and labelling. The generated transcriptions are used in the context of melodic similarity, style classification and pattern detection. In our study, we discuss the difficulties found in transcribing flamenco singing and in evaluating the obtained transcriptions, we analyze the influence of the different steps of the algorithm, and we state the main limitations of our approach and discuss the challenges for future studies
